Binance to implement new crypto transfer rules for Brazil
Binance has announced new requirements for international cryptocurrency transfers involving Brazilian users, effective November 1. The changes are designed to comply with Resolution BCB 521/2025 issued by the Central Bank of Brazil, which integrates international virtual-asset transfers into the country’s foreign exchange framework.
Under the new rules, users must declare the purpose of each international transaction and identify the type of counterparty, such as an individual, company, bank, exchange, or investment fund. For transfers up to US$50,000, users can select from a simplified list of 10 reasons; however, transfers exceeding this amount require one of 96 specific classifications provided by the Central Bank. Additionally, users utilizing self-custody wallets may be required to provide proof of ownership.
Failure to provide this information will result in unprocessed withdrawals, and incoming international deposits may remain pending or be returned. A transaction limit of US$100,000 will apply if the foreign counterparty is not authorized within Brazil’s foreign exchange market. These regulations apply to transfers between Brazilian residents and non-residents, including assets sent to a user’s own account on an overseas exchange. Transfers between two residents within Brazil remain unaffected.
