Binzhou implements housing trade-in models to stabilize real estate market
The Binzhou Municipal Government has implemented a housing ‘trade-in’ initiative designed to revitalize the local real estate market and encourage housing upgrades. The program utilizes four primary mechanisms: developer-led buybacks, bulk acquisitions by state-owned enterprises, agency-assisted sales, and demolition-renewal to provide streamlined property swap services.
To support these efforts, the city has introduced 37 real estate-related policies and fast-tracked six premium projects onto a financing ‘white list’. From January to July 2026, Binzhou recorded the second-highest growth rate in commercial housing sales area among prefecture-level cities in Shandong Province.
Financial measures include securing 180 million yuan to acquire 600 units for conversion into affordable housing and disbursing 880,000 yuan in rental subsidies to 510 low-income households. Additionally, 5,129 units have been delivered through shantytown renovation resettlement, with three projects applying for 1.96 billion yuan in priority financing programs.
