Blantyre Water Board receives K24 billion government bailout
The Blantyre Water Board (BWB) received a K24 billion government bailout last year to settle outstanding debts with the Electricity Supply Corporation of Malawi (Escom). This intervention helped reduce the utility’s annual losses by over 70 percent, with losses narrowing from K33.6 billion in the fiscal year ending March 2025 to K10.2 billion.
The rescue package included converting K19.2 billion of government debt into equity and implementing a special energy tariff that reduced power costs by K5.8 billion. These measures improved the board’s liquidity, raising its current ratio from 0.40:1 to 0.68:1. Auditors Nexia Graham Carr confirmed that the debt-to-equity conversions aligned with the financing terms of the Second National Water Development Project.
While the bailout stabilized operations and addressed the high energy costs associated with water pumping and treatment, critics have raised concerns. Economists and academics warned that such off-budget rescues may set a bad precedent by encouraging parastatals to rely on government intervention rather than addressing structural inefficiencies, effectively shifting the financial burden to the public balance sheet.
