Blažo Đukanović's BB Solar Wins Appeal Over €4.2 Million Montenegro Power‑Transformer Tender

BB Solar, co‑owned by Blažo Đukanović – son of former Montenegrin president Milo Đukanović – challenged the Crnogorski elektroprenosni sistem (CGES) tender for energy transformers valued at €4.2 million. The company’s offer was initially rejected as non‑compliant, and CGES awarded the contract to Eminent d.o.o. After BB Solar’s appeal, CGES reversed the decision, citing procedural issues. The Commission for Protection of Rights in Public Procurement concluded that the original award to Eminent violated Montenegro’s Public Procurement Law.

The tender, part of a larger €10 million procurement announced on 31 December, also attracted bids from Elprom Heavy Industries, the Kodar Energomontaža–Kodar Inženjering consortium, and Xenergy‑Comel. Elprom’s appeal was deemed incomplete, while BB Solar argued that its offer was wrongly rejected due to technical dimension criteria. CGES noted that the transformer dimensions submitted by BB Solar would not fit existing equipment, but the commission found BB Solar’s claim about the lack of evaluation of certain documentation to be valid.
