Blerim Isufaj dismissed as Chief Prosecutor of Kosovo's Special Prosecution Office
The Kosovo Prosecutorial Council (KPC) has dismissed Blerim Isufaj from his position as Chief Prosecutor of the Special Prosecution Office. The decision, detailed in a nine-page justification, cites mismanagement and a failure to fulfill the duties of the role.
A primary criticism from the KPC involves Isufaj’s failure to implement the electronic distribution of cases among prosecutors. The Council stated that electronic and random case assignment is an institutional guarantee to prevent any single individual, including the Chief Prosecutor, from determining which prosecutor handles specific investigations. This is considered particularly critical in the Special Prosecution Office due to its jurisdiction over high-level corruption and organized crime, where manual control over assignments could influence investigation outcomes.
The KPC concluded that by maintaining human control over case distribution without objective criteria, Isufaj violated principles of impartiality, transparency, and institutional integrity. While Isufaj is reviewing the matter for a potential appeal, he will continue to serve in his previous capacity as a special prosecutor. The KPC has not yet announced a timeline for a new competition to fill the Chief Prosecutor position.
