Blue House supports four-year, two-term presidential system for constitutional reform
The Blue House has expressed support for a constitutional amendment that transitions to a four-year, two-term presidential system to address the issues of a “regal presidency.” Officials stated that this model, which strengthens the authority of the National Assembly, has the highest level of public acceptance.
Clarifying the administration's position, officials noted that the proposal is not intended to implement a parliamentary cabinet system or a specific decentralized model. Instead, the goal is to supplement the limitations of the current presidential system. The Blue House emphasized that because constitutional amendments require the consent of at least 200 seats in the National Assembly, it is appropriate for the legislature to lead the discussions and implementation.
This follows reports of a private meeting between President Lee Jae-myung and lawmakers, where the President reportedly expressed a strong willingness to pursue constitutional reform, even suggesting he would consider shortening his own term to facilitate the process.
