Brazil's BNDES boosts infrastructure funding with billions for roads, ports and innovation

The National Development Bank (BNDES) and the Ministry of Science, Technology and Innovation will inject R$640 million into Embrapii to expand research in areas such as green hydrogen, artificial intelligence and critical minerals. The investment aims to strengthen industrial productivity and create quality jobs.

In 2025 Brazil’s port sector recorded a historic 1.4 billion tonnes of cargo, a 6.1 % rise year‑on‑year, and the New PAC plan foresees more than R$47 billion in new projects, including expanding the Santos container terminal. Logistics firms cite a shortage of storage capacity, prompting rapid‑deployment modular warehouses.

Industry analysts project a record R$300 billion of annual infrastructure capex, covering transport corridors, energy, sanitation, telecoms and data centres. The sector’s growth is linked to private‑capital inflows, PPPs and foreign investment, though regulatory uncertainty remains a key risk.

BNDES announced a major shift in road‑financing, targeting R$27 billion in credit for 2026 and moving to market‑based instruments such as debentures and non‑recourse project finance. The bank’s pipeline now includes close to 400 road projects, up from an historic average of R$2‑3 billion per year.

In the Northeast, billions of reais are earmarked for port upgrades. The Suape complex plans a R$2 billion expansion, while the Pecém port will receive over R$1.5 billion, adding new berths, a shore‑power system and facilities for a future thermal plant. These investments are expected to bring the “Arco Norte” cargo flow to parity with the “Arco Sul” by 2030, positioning the region as an international logistics hub.
