BNDES selects consortium to model Brazil's Pró-Urânio Program
The Brazilian Development Bank (BNDES) has approved the VGLHH consortium to design business models for the Pró-Urânio Program. This initiative is a joint effort between BNDES, Indústrias Nucleares do Brasil (INB), and the Empresa Brasileira de Participações em Energia Nuclear e Binacional (ENBPar).
Led by Vallya Advisors Assessoria Financeira, the consortium includes GE21 Consultoria Mineral, Lefosse Advogados, Harpia Consultoria Ambiental e de Gerenciamento de Projetos, and Harpia Group AG. The group has until the second quarter of 2027 to present modeling scenarios and alternatives aimed at facilitating strategic partnerships with the private sector for sustainable uranium exploration.
According to INB President Tomás Albuquerque, the goal is to create a framework that balances the high risks faced by mineral research investors with the strategic role of the state-owned INB, which holds the federal monopoly on authorizing and supervising nuclear mining projects. The studies will cover geology, legal and regulatory aspects, economic-financial modeling, and socio-environmental impacts.
