Bogotá District Government Launches Mandatory Registration for Special‑Handling Dogs
The Secretaría Distrital de Gobierno of Bogotá, through the Dirección para la Gestión Policiva (DGP), has opened a free, virtual platform to register special‑handling dogs during July 2026. Owners must submit identification, a current rabies vaccination card, a health certificate from the health ministry, a civil liability insurance policy and a recent photo of the dog. After a review period of up to fifteen business days, the district issues a digital QR card that is valid for one year and must be carried whenever the dog is in public spaces.
The regulation classifies fourteen breeds—including Pit Bull Terrier, Rottweiler, Doberman, Dogo Argentino and Bullmastiff—and any cross‑breeds, as well as dogs with prior aggression incidents or trained for attack or defence. The law also bans minors, the elderly, persons with disabilities and anyone under the influence of alcohol or drugs from walking these dogs. Non‑compliance can result in General Type 3 or Type 4 fines and the seizure of the animal on repeat offences.
