Bogotá implements urban renewal mechanism linking housing to transit
Bogotá has introduced the Proyectos de Renovación Urbana para la Movilidad Sostenible (PRUMS), an urban renewal mechanism designed to link housing development with sustainable mobility. The initiative aims to address the hidden costs of housing by connecting residential, commercial, and public spaces directly with mass transit systems.
Through an agreement between the city’s housing secretariat and TransMilenio, eligible housing developments will be linked to district subsidy priorities. The policy approach recognizes that true housing affordability must account for the time and cost of commuting to work, education, and healthcare, rather than focusing solely on mortgage or rent prices.
