Bogotá Mayor Carlos Fernando Galán Proposes Five Criminal Justice Reforms

Mayor Carlos Fernando Galán of Bogotá presented a package of five structural initiatives aimed at reforming the city’s criminal and judicial policy. The proposals, outlined after a meeting with national Attorney General Luz Adriana Camargo and backed by Justice Minister Iván Cancino, seek to reduce impunity and tighten measures against repeat offenders.

The five initiatives call for: (1) shortening procedural times for flagrante cases; (2) giving greater weight to offenders’ criminal histories when deciding preventive measures; (3) integrating police operations with private video‑surveillance networks; (4) strengthening the crime of "concert to commit crime" to target criminal leaders; and (5) employing artificial‑intelligence tools to automate capture procedures and optimise patrol routes.
