Bogotá property tax deadlines and proposed lighting surcharge

In Bogotá, the deadline for the second installment of the property tax for 27,395 taxpayers under the Alternative Installment Payment System (SPAC) is Friday, August 14. This system allows owners to distribute their tax payments into four installments throughout the year to assist with financial planning. The number of taxpayers using this modality increased by approximately 7% compared to the previous year, with the highest participation in the Suba and Usaquén localities.

Separately, Mayor Carlos Fernando Galán has proposed a tax reform project aimed at financing the modernization of the city's public lighting system. The proposal seeks to implement a surcharge on the property tax for high-income strata (4, 5, and 6) and certain commercial or industrial properties. If approved, the initiative aims to collect 1.2 trillion pesos annually. Under the plan, residential properties in strata 4, 5, and 6 would pay monthly fees ranging from 11,000 to 29,000 pesos, while commercial and industrial properties would face higher rates. Lower-income strata (1, 2, and 3) would be exempt if the property valuation does not exceed 1,000 million pesos.
