Bogotá rescues dog tied to rooftop in dire condition

Animal welfare officials in Bogotá intervened after a citizen report revealed a dog chained to a rooftop in the Rafael Uribe Uribe district. The animal was found with limited mobility, visible skin injuries, external parasites, and without access to clean water or food, subsisting on rainwater collected in puddles. The Instituto Distrital de Protección y Bienestar Animal (IDPYBA) took custody of the dog, initiating veterinary care and a recovery process. Authorities emphasized the importance of public denunciations for detecting animal abuse and urged continued reporting through official channels.
