Bogotá restricts cell phone use in public and private schools
The Bogotá District and the Secretary of Education have enacted Resolution 1037 of 2026, titled “(Re)conectarnos para aprender,” to regulate the use of cell phones and other screens in both public and private schools. The measure aims to improve student concentration and learning by prohibiting device use during classes, breaks, and lunch periods.
The regulation establishes specific screen time limits based on age and grade level. Children under 3 will have zero screen exposure, while those aged 3 to 5 are limited to 30 minutes daily. Students in grades 1 through 5 are permitted one hour of daily exposure, and students in grades 6 and 7 are limited to two hours. For students in grades 8 through 11, there is no set time limit, provided the devices are used exclusively for educational or investigative purposes under teacher supervision.
Exceptions to these restrictions include emergencies, health monitoring, and necessary support for students with specific learning requirements. The regulation also clarifies that students are not required to provide their own devices for school activities. Educational institutions have a six-month period to update their coexistence manuals, with the full implementation of these measures set for March 2027.
