Bogotá launches massive water‑meter replacement program
The Empresa de Acueducto y Alcantarillado de Bogotá (EAAB) has begun a city‑wide program to replace 319,000 water meters. About 82.7 % of the existing devices are considered worn and prone to sub‑metering errors, prompting the upgrade to more precise volumetric or static technology.
The first phase targets 11,000 meters in the Usaquén, Chapinero and Suba districts, where installations are already underway. The replacement is authorized under article 144 of Law 142 of 1994, which permits substitution when newer, more accurate technology becomes available. Costs for the new meters and their installation will be added to the water bill, with financing options of up to 36 months. Users receive prior notification and the process includes inspection, scheduling, installation, testing and formal closure.
