Bolivia and Paraguay sign strategic military cooperation agenda

On 24 July 2026, the chiefs of staff of the Bolivian and Paraguayan armed forces signed a historic strategic military cooperation agenda in Asunción. The agreement was signed by General Víctor Hugo Balderrama, commander‑in‑chief of the Bolivian Armed Forces, and General César Augusto Moreno, commander of the Paraguayan Military Forces.

The agenda outlines eight pillars of cooperation: institutional coordination, strategic dialogue, information exchange on regional risks, education and training exchanges, humanitarian assistance and disaster‑risk management, operational cooperation, scientific‑technological innovation, and regular high‑command meetings. Both sides tasked their armies, navies and air forces with drafting, monitoring and evaluating an Annual Military Cooperation Programme to operationalise the commitments.

The partnership is intended to strengthen mutual trust, improve interoperability, and enhance joint response capabilities to common threats and natural disasters in the region.
