Bolivia faces fuel crisis amid YPFB irregularities and production drops

Bolivia is facing a significant hydrocarbon crisis characterized by declining production and fuel shortages. Experts report that gas production has fallen by 57% and liquid production by 64%, leaving the country reliant on imports for 95% of its diesel and 60% of its gasoline.

In Potosí, an intervention by Yacimientos Petrolíferos Fiscales Bolivianos (YPFB) uncovered major irregularities. An estimated 967,120 liters of gasoline—roughly three days of supply—were mismanaged through 107 cases of improper billing where fuel was dispatched before invoicing. Consequently, the YPFB district manager in Potosí has been removed from his position.

The fuel shortage has caused long queues, with heavy transport drivers reporting waits of up to five days. In Cochabamba, approximately 30 GLP distributors suspended operations, demanding compensation for rising diesel costs.

To address these issues, YPFB has reached a temporary agreement with GLP transporters to ensure cylinder distribution, and the government has commissioned an independent study on transport costs. Additionally, the Governor of Santa Cruz has offered a digital system to facilitate private diesel and gasoline imports to help stabilize the national supply.
