Bolivia considers extending state of exception amid subsidy debates
Bolivian Defense Minister Ernesto Justiniano has expressed support for extending the current state of exception, which is set to expire on September 18, 2026. Justiniano argues that the measure has restored tranquility and facilitated road circulation following a period of intense social unrest and roadblocks that lasted over 50 days.
Any extension of the state of exception requires approval from the Plurinational Legislative Assembly with a two-thirds majority. While the government views the measure as a tool for stability, various social sectors have voiced opposition to its continuation.
Simultaneously, the administration of President Rodrigo Paz is facing pressure regarding economic policies, specifically the removal of diesel subsidies for large consumers under Decree 5676. Minister of the Presidency Fernando Aramayo stated that eliminating these subsidies is a financial necessity for the country. This policy shift has faced criticism from the agro-industrial sector due to concerns over market distortions and potential smuggling.
