Bolivia investigates deaths of conscript and inmate amid abuse allegations
The Ombudsman's Office in Bolivia has launched an investigation into the death of Rubén Mamani Torrez, an 18-year-old conscript who died on October 27 at the No. 3 Cavalry Regiment in Yacuiba. While the death certificate cites septic shock as the cause, his family alleges he suffered torture and physical abuse during his military service, noting he lost mobility while stationed at the barracks.
In a separate incident, authorities are investigating the death of Ramiro M. B., an elderly inmate at the San Pedro prison in Oruro. He died on November 2, reportedly from complications related to pneumonia. His family has accused prison authorities of medical negligence, alleging that officials delayed his transfer to a hospital and prevented the delivery of necessary medications.
