Bolivia investigates Lake Titicaca fish farm corruption

Bolivian prosecutors are investigating alleged economic damages exceeding Bs 40 million related to the construction of a fish farm in Lake Titicaca, located in the San Pedro de Tiquina municipality. Although the project had a total investment of over Bs 72 million, investigators found that approximately 90% of the contract has been paid despite the physical progress of the work being below 30%.

The investigation targets former Emapa general manager Franklin Flores and former Deputy Minister of Industrialization Policies Luis Siles. Siles has been placed in preventive detention for four months on charges of breach of duty and anti-economic conduct. Prosecutors are examining failures in oversight and unauthorized disbursements made before the project met contractual execution milestones. The Public Ministry plans to expand the investigation to identify other potentially involved officials.
