Bolivia President Rodrigo Paz Declares State of Exception Amid Road Blockades

Bolivian President Rodrigo Paz announced a state of exception to restore freedom of movement on the country's roads after weeks of blockades by campesino groups and supporters of former president Evo Morales demanding his resignation. The decree bans road closures, the use of weapons, explosives and other violent means, and authorises the temporary support of the armed forces to the police to protect strategic routes, essential infrastructure and the supply of food, fuel and medical oxygen. The government says the measure does not suspend fundamental rights but allows extraordinary restrictions on circulation, transit and public gatherings when security needs require them. These restrictions will be defined jointly by the ministries of Government and Defense and will apply only where necessary to preserve public order and essential services. The unrest has caused shortages and at least 16 deaths, with economic losses estimated at $3 billion.
