Bolivia's Governors to Meet on 50/50 Resource Sharing Proposal

President Rodrigo Paz has called the nine governors of Bolivia’s departments to convene in Sucre on 5 August. The meeting will focus on a draft "50/50" policy that would divide public revenues equally between the central government and sub‑national entities.

Vice‑governor Gonzalo Ávila of Tarija says the talks will also address fiscal relief, regional fiscal sovereignty and a new fiscal pact to ease the department’s budget deficit and reduce dependence on hydrocarbon royalties. Santa Cruz Governor Juan Pablo Velasco stresses that the proposal is not a request for privileges but a historic demand for regions to retain a larger share of locally generated resources, as outlined in the department’s autonomy statute. The gathering aims to shape a broader reform of Bolivia’s state‑regional relationship and set the technical groundwork for further consultation with municipalities and universities.
