Bolivia seeks U.S. investment in AI, energy, and mining through new laws

Bolivia is pursuing a series of legal reforms aimed at attracting foreign capital, specifically from the United States, into strategic sectors including artificial intelligence, green energy, hydrocarbons, and mining. During a meeting at the United Nations General Assembly in New York, Bolivian President Rodrigo Paz and U.S. Secretary of State Marco Rubio discussed these economic shifts and the potential for a more diversified Bolivian economy.

The Bolivian government is advancing a legislative agenda that includes new Investment, Hydrocarbons, and Mining laws, as well as regulations for Public-Private Partnerships. These reforms seek to modify the legal framework to encourage investment and adjust the participation schemes between the state and private companies to better share risks and benefits. President Paz noted that the country needs to recover investment to increase hydrocarbon production and develop new fields.

In addition to economic reforms, the discussions covered mechanisms to facilitate Bolivian product exports to the U.S. market, cooperation regarding El Niño impacts, and joint efforts against narcotics, terrorism, and other illicit activities. The U.S. expressed interest in these reforms, which are viewed as important for Bolivia’s plans to secure support from the International Monetary Fund (IMF).
