Chile and Bolivia sign historic agreements to normalize relations

Chilean President José Antonio Kast and Bolivian President Rodrigo Paz met in La Paz to initiate a new era of bilateral cooperation, marking the first official state visit by a Chilean president to Bolivia in 71 years. The leaders signed several instruments aimed at strengthening economic, energetic, and technological ties despite long-standing historical disputes regarding Bolivia's access to the Pacific Ocean.

Key agreements include the modernization of the Economic Complementarity Agreement No. 22 (ACE-22) to boost trade and investment. The nations also committed to developing a transoceanic fiber optic corridor to connect the Pacific and Atlantic oceans, advancing electrical interconnection, and cooperating in the mining sector. Additionally, they discussed the reversal of the Sica Sica-Arica pipeline to improve fuel supplies for Bolivia.

On security, both governments pledged to coordinate efforts against transnational crime, including drug trafficking, human trafficking, and smuggling. President Paz specifically committed to not regularizing vehicles stolen in Chile that enter Bolivia irregularly. To maintain momentum, Kast invited Paz to conduct a state visit to Chile in 2027, and both leaders tasked a political consultation mechanism with exploring the full normalization of diplomatic relations.
