Bolivia's Santa Cruz and Colombia's Gran Santander unveil long‑term regional development plans

The Government of the Santa Cruz Department in Bolivia is integrating climate‑change adaptation into its 2026‑2030 Autonomous Development Plan. Backed by Germany's GIZ and funded by the Green Climate Fund, the initiative aims to embed evidence‑based risk management and resilient territorial development across public institutions, the private sector and civil society.

In Colombia, the governors of Santander and Norte de Santander, together with the regional agency RAP Gran Santander, are presenting a Strategic Regional Plan that looks to 2035. The plan focuses on environmental governance, productive transformation and a multimodal transport system, including a water‑governance pact, a corridor project linking Bucaramanga‑Pamplona, and enhanced navigation of the Magdalena River. A joint congressional session is scheduled to align legislative support for these priorities through 2026‑2030.
