Bom Jesus das Selvas municipal procurement under MP scrutiny

The Maranhão Public Prosecutor's Office (MPMA) recommended that the municipality of Bom Jesus das Selvas suspend the electronic bidding process SRP 002/2026, valued at about R$ 9.2 million, for mechanical services and parts for the municipal vehicle fleet. The MP identified several procedural irregularities, including reference to a non‑existent engineering technical report, incorrect invoicing dates (initially recorded as 2025 instead of 2026), an unexplained change to the deadline for counter‑appeals, and inconsistencies in comparative tables and municipal decree requirements.

In a related request, the MP also asked for the suspension of a R$ 2.6 million contract arising from the same bidding, alleging possible favoritism and collusion, unequal treatment of bidders, and further procedural flaws such as the manual alteration of appeal deadlines. Mayor Franklin Duarte’s administration confirmed that the cited engineering document never existed and that the invoicing error had been corrected. The prosecutor ordered the municipality to halt any related expenditures, orders, price‑registry uses, or contract executions pending further investigation.
