Bombay High Court orders municipal reforms in Nagpur and Mumbai

The Nagpur bench of the Bombay High Court criticised the Nagpur Municipal Corporation’s repeated claims of monsoon preparedness after heavy rains caused extensive water‑logging. The judges questioned who is responsible for the recurring floods, highlighted safety concerns for schoolchildren, and directed the corporation to submit a detailed report on drainage improvements and long‑term flood mitigation measures.

In a separate hearing, a division bench of the Bombay High Court urged the Municipal Corporation of Greater Mumbai to adopt a ward‑wise cleanliness framework and to link Ward Officers’ performance in maintaining sanitation standards to their Annual Confidential Reports. The court stressed the need to curb plastic waste dumping into drains and waterways, ordered the covering of open nalas, and called for stricter enforcement of municipal laws, penalties, CCTV monitoring and public awareness campaigns.
