Municipalities in Austria and Germany implement budget freezes
Several European municipalities are implementing emergency fiscal measures due to significant budget deficits and unexpected expenditures.
In Graz, Austria, the city faces a 35.9 million euro deficit, largely driven by retroactive adjustments to disability service rates mandated by the state of Styria. Consequently, the city has restricted new orders and suspended new funding applications to manage liquidity. Additionally, Graz has abolished discretionary funds for municipal political clubs following an audit that identified accounting errors.
In Germany, the city of Bonn has declared a budget freeze effective immediately. The projected deficit has risen to 167.5 million euros, up from an initial estimate of 123.4 million euros. This shortfall is attributed to lower property tax revenues, increased social service costs, and refugee accommodation expenses. The city has halted all planned projects from 2027 onwards.
The district of Unna has also imposed a budget freeze, with officials freezing 30 percent of available funds in applicable budgets. The district faces a deficit of over two million euros, exacerbated by higher costs in social assistance and student transport services.
