Boris Mugoša criticizes Montenegro's legislative process

Boris Mugoša, a Member of Parliament for the European Alliance, has raised concerns regarding the Montenegrin government's legislative process concerning the “Euro model” reforms. Mugoša stated that four out of six laws related to this model fall under the jurisdiction of the Ministry of Finance, yet these systemic solutions were reportedly not proposed by the Finance Minister.

Mugoša criticized the government for voting on laws that lack the necessary opinions from the Ministry of Finance, despite having a significant impact on the national budget. He noted that the absence of required regulatory impact assessments (RIA) violates both the Government's Rules of Procedure and existing laws.
