Borken classified as coastal region in German wind subsidy reform
The German federal government has classified the district of Borken in North Rhine-Westphalia as a ‘coastal region’ in a proposed reform of the Renewable Energy Sources Act (EEG). Despite being located in the Münsterland region and over 150 kilometers from the North Sea, Borken is included in a list of coastal areas alongside regions in Schleswig-Holstein and Lower Saxony.
The classification carries significant economic implications, as the reform aims to reduce wind power subsidies in coastal regions compared to inland areas with lower wind potential. North Rhine-Westphalia officials have expressed strong opposition to the move. NRW Economy Minister Mona Neubaur described the decision as the ‘pinnacle of nonsense,’ arguing that it ignores feedback from states and industries and could hinder the expansion of renewable energy.
The Ministry justifies the classification based on ‘wind yield’—the wind potential of a location calculated using Federal Environment Agency data—rather than geographic proximity to the sea. Borken is noted as one of the windiest districts in North Rhine-Westphalia, which contributes to its high wind potential despite its inland location.
