Borno State implements new tax laws and supports regional Tax Ombuds office

Borno State Governor Babagana Umara Zulum has taken steps to reform the state’s revenue system through new legislation and administrative partnerships. The Governor recently assented to the Borno State Model Harmonised Taxes and Levies Law, 2026. This law is designed to streamline revenue administration, reduce multiple taxation, and eliminate unauthorized collection roadblocks. According to the Joint Revenue Board, the framework aims to use technology-driven processes to increase transparency and improve voluntary compliance.

In a separate development, Governor Zulum pledged his administration's support to the Tax Ombuds of Nigeria to establish a regional headquarters in Maiduguri. During a meeting with the agency’s Chief Executive Officer, Dr. John Nwabueze, the Governor expressed his intention to provide the necessary political will and office space to position Borno State as an administrative hub for the Northeast. The Tax Ombuds is expected to serve as an arbiter between taxpayers and tax authorities to address gaps in the national tax administration framework.
