Bornova Mayor Ömer Eşki has implemented a 24/7 field-based management model to oversee municipal services and investments across the district. Moving away from office-based administration, the municipality utilizes technical teams and department managers to conduct continuous inspections from the outskirts to the center of Bornova.

Under this approach, local neighborhood heads (muhtars) assist in identifying urgent needs, such as asphalt paving, lighting projects, and social facilities. These issues are addressed through immediate bureaucratic intervention to bypass traditional paperwork delays. Mayor Eşki stated that decisions are made on the streets among citizens rather than in offices, emphasizing a principle of 'common sense' to shape the service and investment budget based on public priorities.
