Bosnia and Herzegovina asks EU for temporary driver rule

The Ministry of Communications and Transport of Bosnia and Herzegovina has submitted a proposal to the European Commission for a temporary operational solution that would let professional drivers from BiH resume the calculation of permitted stay days under the EU 90/180‑day rule. The measure is intended to remain in place until a long‑term visa system for Western Balkan drivers is established.

The proposal was presented on 4 August at the fifth meeting of the EU Commission Working Group on professional drivers from the Western Balkans, attended by officials from the Commission’s Directorate‑General for Mobility and Transport (DG MOVE), Directorate‑General for Home Affairs (DG HOME), and representatives of the Western Balkan countries. Minister Edin Forto emphasized that drivers need a practical way to work without administrative obstacles, noting that repeated refusals of entry and deportations threaten transport companies and regional supply chains. The meeting also discussed alternatives such as Serbia’s suggestion to count stay time in hours rather than days.
