Bosnia and Herzegovina Council of Ministers audit reveals spending irregularities

An audit of the General Secretariat of the Council of Ministers of Bosnia and Herzegovina has revealed several financial irregularities and procedural lapses during 2025.

Key findings include nearly 51,000 KM spent on representation costs, such as food and beverages during meetings, often lacking detailed documentation or justification. The audit also identified nearly 22,000 KM paid out for overtime work, primarily to drivers, despite regulations suggesting that redistribution of working hours should be prioritized over monetary compensation.

Additionally, auditors flagged issues regarding public procurement. A contract worth over 24,000 KM was awarded for servicing three official vehicles to a long-term provider after only one bid was received, despite ten potential bidders downloading the tender documentation. The selected service provider is located 150 kilometers away from the Secretariat's headquarters, raising concerns regarding the economic justification of the agreement due to increased transport costs.
