Bosnia and Herzegovina customs to go fully electronic by September 2026

The Bosnia and Herzegovina Customs Administration announced that, starting 1 September 2026, all import‑export customs procedures will be conducted electronically. Paper‑based declarations and accompanying documents will no longer be accepted. Submissions, acceptance, rejection, cancellation, control and release of goods will be handled through XML‑based electronic messages via the Customs Information System. Companies that have not yet registered for the new e‑communication functions are urged to do so promptly, as registration is a prerequisite for paper‑less processing. The administration expects the transition to speed up customs clearance, lower administrative costs and improve communication between businesses and customs authorities.

The electronic system requires users to authenticate and obtain access rights through the e‑Carina portal. Detailed instructions for registration, authorization and use of the e‑Communication module are available on the customs authority’s website.
