Bosnia and Herzegovina faces regulatory gaps in drone use and e-commerce

Bosnia and Herzegovina is experiencing rapid growth in sectors that currently lack adequate legal frameworks. The Directorate for Civil Aviation (BHDCA) reports that 564 drones are officially registered in the country, with 85 new registrations occurring since the start of the year. Despite this growth, the 2009 Aviation Law does not regulate drones or provide mechanisms to penalize unauthorized flights, leading to reports of uncoordinated drone activity near airports and sensitive sites.

Simultaneously, the Federation of Bosnia and Herzegovina is seeing a surge in internet commerce that is outpacing existing legislation. The lack of a specific e-commerce law is contributing to a grey economy, with the Federal Ministry of Trade estimating annual public revenue losses of over 200 million KM. While a draft law has been prepared to improve consumer protection and tax oversight, it is currently awaiting parliamentary approval.
