Bosnia and Herzegovina's House of Peoples session halted over lack of Serbian delegate quorum

Delegates in the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina were unable to continue their session on 4 June 2026 because the required quorum was not met. The quorum fell short after only two members of the Serbian ethnic club were present, while five Bosniak and three Croat delegates attended. Chairperson Kemal Ademović suspended the meeting in accordance with procedural rules.

The agenda contained 69 items, among them bills on the High Judicial and Prosecutorial Council and amendments to the Court Law—both earmarked as prerequisites for opening EU accession negotiations. Additional proposals covered revisions to the salary and remuneration law for public sector employees, the intelligence‑security agency law, and the electricity market regulator law. The inability to vote on these measures delays legislative progress and could impact Bosnia and Herzegovina’s EU integration timeline.
