Bosnia and Herzegovina House of Peoples turmoil stalls key EU‑path laws

On 4 June 2026 members of the House of Peoples of Bosnia and Herzegovina debated a crowded agenda of 69 items and pushed to add further proposals, including amendments to the electoral law, the intelligence‑security agency law, the electricity market regulator law and several judicial reforms.

Delegates urged that the Law on the High Judicial and Prosecutorial Council and the Law on the Court of BiH be moved to the top of the agenda, saying the statutes are required before EU accession negotiations can proceed. The session descended into heated ethnic accusations; Bosniak delegate Zlatko Miletić called HDZ leader Dragan Čović a war criminal, while Čović defended his party’s contribution to the EU‑path process. The debate ended without a quorum, halting the meeting.

In a related intervention, HDZ politician Marina Pendeš described a proposal to draw budget‑reserve funds for BHRT’s World Cup match broadcasts as “populist” and stressed that legal changes are needed before the public broadcaster can become a budget user.
