Bosnia and Herzegovina Prosecutor's Office drops investigation into SIPA Director

The Prosecutor's Office of Bosnia and Herzegovina has decided not to conduct an investigation against Darko Ćulum, the current Director of the State Investigation and Protection Agency (SIPA). The decision follows a criminal complaint filed by parliamentary representatives Šemsudin Mehmedović and Jasmin Emrić.

Ćulum had previously resigned from his position as SIPA Director in March 2025, citing personal reasons, and subsequently requested to return to work within the Ministry of Internal Affairs of Republika Srpska. The criminal complaint alleged several serious offenses, including attacking the constitutional order, threatening territorial integrity, armed rebellion, and abuse of official position.

Following an investigation that included interviewing high-ranking SIPA officials and reviewing extensive documentation, the Prosecutor's Office concluded there is no suspicion that Ćulum committed the alleged crimes. Witnesses testified that Ćulum did not obstruct or improperly influence arrest orders for Milorad Dodik, Radovan Višković, and Nenad Stevandić, and that he encouraged employees of Serbian nationality to remain in their positions and fulfill their duties.
