Bosnia and Herzegovina's EU Path Stymied by Lack of Internal Consensus

Deputy defence minister of Republika Srpska Aleksandar Goganović said messages from the United States underline that Bosnia and Herzegovina can function only through an agreement of its two entities and three constitutional peoples, in line with the Dayton peace accord. He noted that Republika Srpska has long supported a return of political processes to domestically elected representatives and stressed respect for the literal text of Dayton as the sole solution for the country's stability.

Croatian members of the European Parliament – Stjepo Bartulica, Davor Ivo Stier and Tonino Picula – warned that progress toward EU membership requires a durable internal political pact among Bosniaks, Croats and Serbs. Speaking after the EU‑Western Balkans summit in Montenegro, they highlighted the ongoing crisis over the appointment of a new High Representative, Serbia’s influence, and the risk of mass emigration, urging a new negotiation methodology and emphasizing Croatia’s responsibility toward the Croat community in Bosnia.
