Bosnia deputy parliamentary speaker appeals to suspend Republika Srpska electronic identity law

Kemal Ademović, deputy speaker of the House of Peoples in the Parliamentary Assembly of Bosnia and Herzegovina, filed an appeal to the country's Constitutional Court requesting a temporary suspension of the newly adopted Republika Srpska law on electronic identification, electronic trust services and electronic documents. He argues the law creates a parallel digital identity system—including electronic wallets, qualified signatures and certification registers—that would undermine the uniform state‑wide identification system, breach the constitution and could cripple the digital economy.

Ademović highlighted a specific provision allowing the entity's agency to establish cross‑border authentication nodes, which the Constitutional Court has previously deemed unconstitutional. He warned that signatures issued under the RS system might not be recognized in the Federation of Bosnia and Herzegovina or internationally, threatening both citizens and businesses.
