Bosnia-Herzegovina commissions criticised for mismanagement and inactivity

A state audit of the Bosnia and Herzegovina Commission for Concessions revealed that, despite receiving about 1.4 million KM in funding for 2025, the body has not made any concession decisions for years. The audit noted that 612,303 KM was spent on salaries, 120,547 KM on other expenses, and 71,040 KM on rent, while internal controls were weak, procurement procedures flawed and staff incentives lacked measurable performance criteria. The commission’s composition also breaches legal requirements for territorial representation, with three of four members eligible for pension yet continuing in office.

Separately, the Commission for Protection of National Monuments has been effectively blocked, preventing work such as the restoration of the Partisan cemetery in Mostar. Politician Željka Cvijanović has refused to appoint new members from the Republika Srpska entity and has opposed the involvement of UNESCO experts, leaving the nation’s cultural heritage without effective oversight or protection.
