Bosnia's Kallos University Permanently Banned from Operating in Tuzla Canton

The Cantonal Court in Tuzla dismissed the lawsuit filed by the European University Kallos against the Ministry of Education and Science of Tuzla Canton, thereby confirming the ministry's permanent ban on the university's activities. The court ruled that the ministry acted in accordance with the cantonal Higher Education Law because the university failed to meet the required staffing level of at least 50 full‑time teachers, employing only 22 qualified instructors.

Claims of discrimination or selective treatment by the ministry were rejected, and the court noted that contracts concluded after the inspection could not alter the legality of the decision. The ban is final and not subject to appeal, with provisions in the law allowing affected students to continue their studies at other accredited institutions.
