Bossier City withdraws proposed entertainment district tax plan

Bossier City Councilman Chris Smith has officially withdrawn a proposal to create an Economic Development District (EDD) following significant local opposition. The plan aimed to establish a dedicated reinvestment zone covering the East Bank District, the Louisiana Boardwalk, local casinos, Chasing Aces, and Bass Pro Shops.

The proposal sought to fund infrastructure improvements—such as enhanced street lighting, sidewalk upgrades, pedestrian bridges, and shuttle services—through a 2% sales tax increase within the district boundaries. However, the plan faced intense pushback from merchants and residents regarding the scope of the tax and a perceived lack of transparency.

Concerns peaked when discussions suggested the tax could apply to a wide range of items, including janitorial supplies and apparel. Councilman Craton Cochran expressed a loss of faith in the process, citing these practical concerns and a lack of clarity. In response to the mounting friction, Smith announced the withdrawal of the proposal from the City Council agenda, acknowledging communication missteps.
