Boyacá Tribunal nullifies 230 billion peso infrastructure loan
The Administrative Tribunal of Boyacá has declared the nullity, in the first instance, of Ordinance 026, which authorized the department's governor to contract a loan of approximately 230 billion pesos for road infrastructure.
The ruling follows a lawsuit filed by Deputy Carlos Torres, who alleged that the legislative process failed to meet required timelines for study and debate, as well as requirements for publicity and participation. The loan is noted as the largest in the department's history.
Governor Carlos Amaya announced that while his administration respects judicial rulings, they will appeal the decision to the Council of State. Amaya defended the use of the funds, stating they have financed rural and urban road improvements, community projects, and the acquisition of machinery. He also noted that resources intended for the Transversal de Boyacá were not fully contracted before the ruling.
