BPJS Ketenagakerjaan targets 20 percent informal worker coverage by 2026

BPJS Ketenagakerjaan aims to increase the participation rate of informal workers in Indonesia to 20 percent by the end of 2026. As of July 2026, participation stands at 17.44 percent, covering approximately 13.56 million people out of a potential 77.8 million informal workers nationwide.

To achieve this goal, the agency is implementing a ‘3R’ strategy: reframe, relevance, and resonance. The ‘reframe’ approach seeks to change public perception of social security contributions from a loss of income to a form of self-protection. For example, the agency is collaborating with ride-hailing applications to allow for small, automated deductions rather than large monthly payments to ease the burden on workers.

Additionally, the agency is partnering with media outlets, specifically in East Java, to improve social security literacy. This collaboration aims to provide simpler and more reliable information to workers. Beyond insurance, the agency has launched the Economic Empowerment and Independence Program (PEKA) across 37 provinces to help beneficiaries remain economically productive.
