BPKH Wins Eight Straight Unqualified Audits, Proposes 60‑40 Hajj Cost Split

Indonesia's Badan Pengelola Keuangan Haji (BPKH) received an unqualified audit opinion from the Audit Board for eight consecutive years, underscoring its fiscal discipline despite operating without government equity or regular budget allocations. Its assets under management rose from Rp 112.3 trillion in 2018 to about Rp 180–190 trillion in 2025, while the value of benefits distributed to pilgrims grew to roughly Rp 12 trillion, delivering a 6.84% return.

The government is reviewing the financing structure for the 2027 Hajj season, proposing that 60 % of the travel cost be met from BPKH‑managed benefits and the remaining 40 % paid directly by pilgrims. BPKH Chairman Fadlul Imansyah warned that allocating more than half of the benefits could trigger a fiscal deficit and reduce the rights of the estimated 5.6 million Indonesian pilgrims who fund the programme.
