Brazil approves free tourism training program for single mothers and mothers of disabled children

The Women’s Rights Committee of Brazil’s Chamber of Deputies approved a proposal establishing the National Female Qualification Program for Tourism and Events (PNQFTE). The program will offer free training in tourism, event reception and hospitality to women who are single mothers or mothers of children with disabilities, provided they are unemployed or underemployed and have a per‑capita family income of up to 1.5 minimum wages (R$ 2,431.50). Benefits include transport and food allowances, access to childcare, job placement through sector partnerships and certification recognised by the Ministries of Tourism and Labour. Implementation will be coordinated by the Union together with states, municipalities, Sistema S institutions, universities and tourism‑sector companies. The text replaces an earlier draft (PL 763/25) and was reported by Deputy Laura Carneiro (PSD‑RJ), who said the initiative is “an excellent program designed to help women facing great difficulty entering the salaried labour market”. The proposal now moves to the Finance, Constitution and Justice committees and, if approved, will require passage by both the Chamber and the Senate.
