Brazil advances incentives for critical minerals and fertilizer production

The Brazilian Congress has advanced legislative measures to bolster the domestic production of critical minerals and fertilizers. The approval of Complementary Law Project (PLP) 114/2026 and Law Project (PL) 699/2023, which establishes the Fertilizer Industry Development Program (Profert), aims to provide incentives for the expansion of strategic mineral and fertilizer manufacturing. These measures are intended to reduce Brazil's dependence on international markets and stabilize the supply chain for the agribusiness sector.

In parallel, the federal government has issued a recommendation to prioritize the unloading of imported mineral fertilizers at public ports. This six-month measure, coordinated by the Ministry of Ports and Airports and Conaportos, seeks to ensure sufficient supply for the 2026/27 grain harvest. The resolution mandates that vessels carrying nitrogenous, phosphatic, and potassic fertilizers be berthed within a maximum of 24 hours of arrival. This logistical prioritization is a response to geopolitical tensions and maritime disruptions, such as the blockade of the Strait of Hormuz, which have threatened the regular supply of essential inputs like urea, ammonia, sulfur, and phosphates.
