Brazil advances legislative measures for preferential parking

Legislative efforts in Brazil are moving toward expanding preferential parking protections. In the Chamber of Deputies, Bill 3327/26 proposes voluntary partnerships between private parking owners and traffic authorities. This initiative aims to ensure the correct use of spaces reserved for people with disabilities through awareness actions and reporting of irregularities. If passed, the National Traffic Council (Contran) will establish implementation rules, though private companies will not have enforcement or punitive authority.

On a municipal level, Poços de Caldas has enacted Law No. 10.163, which mandates that at least 2% of spaces in public and collective-use private parking lots—such as shopping centers and supermarkets—be reserved for pregnant women and people with children up to two years old. Beneficiaries must use specific identification stickers provided by local authorities. Establishments failing to comply face warnings and potential daily fines for repeat offenses.
